There are plastic clips that you would need to remove to fully slide the top seat to its highest position. Canadian models have added them so that when used as a single stroller it is not put in this mode where it could be top heavy and unstable.

The infant car seat attaches to the stroller frame. The toddler seat can be removed if not in use to attach the infant seat or the Xpand does convert into a double stroller to where the infant seat can attach to the stroller frame (either top or bottom adapters) along with the toddler seat being attached to the other set of adapters. The infant seat cannot attach onto the toddler seat.
