We use it with our almost 4 yr old and 16 month old. Both fit comfortably. We mostly use it for walking around the neighborhood and it handles pavement and sidewalks pretty well. My only complaint is it gets hung up on lip of the driveways at street level, but not horribly considering its a double stroller.
