Rocksteady was originally a human gangster that was employed by Shredder. After his Foot Soldiers failed to stop the Turtles, the Shredder developed a plan to mutate members of his street gang. Rocksteady's DNA was mutated with a rhinoceros and he became half-man, half-rhinoceros.
