Assuming that you still have the other bolt, bring it to a hardware store. From there, you can borrow their tools to measure the thread size and length. Since it is a fairly large bolt, they can be purchased individually.

If you child can peddle then yes would be suitable and yes will work on grass or rough terrain also the seat has different positions to adjust as your child grows will definitely enjoy it very much as my son lives his was good investment for sure .

Would the wheels drive on snow?

Wheels are hard plastic, not pneumatic tires, so my guess is it will not work on snow. Also the wheel diameter is quite small with no gears, which means that a small child will have great difficulty pedaling through resistant surfaces like snow and sand.
