Apparently that is the way the device is made based on information from a store rep. It came very quickly from the Canadian warehouse and was quite easy to assemble within minutes! All stickers were on the quad which was nice and required nothing but a screwdriver to attach handles. The battery was partially charged so she was able to ride it right away. We cannot say enough positive things on this quad, highly reccommend it to anyone.
